Does More Generous Student Aid Increase Enrolment Rates into Higher Education? Evaluating the German Student Aid Reform of 2001 Students from low-income families are eligible to student aid under the federal students’ financial assistance scheme (BAfoeG) in Germany. We evaluate the effectiveness of a recent reform of student aid that substantially increased the amount received by eligible students to raise enrolment rates into tertiary education. We view this reform as a ‘natural experiment’ and apply the difference-in-difference methodology using a discrete-time hazard rate model to estimate the causal effect on enrolment rates into higher education. We find that the reform had a small positive but statistically insignificant effect on enrolment rates. JEL Classification: H31, I28, I22, J24

Student Aid, Repayment Obligations and Enrolment into Higher Education in Germany – Evidence from a ‘Natural Experiment’
We evaluate the effect of the federal students’ financial assistance scheme (BAfoeG) on enrolment rates by exploiting exogenous variation introduced through a discrete shift in repayment regulations. Supported students had to repay the full loan after graduation from their future earnings until 1990. Thereafter, only 50 percent of the loan has become due, the other half of student aid has been ...

Educational equality has been an important and relevant issue in recent years, especially as tuition increases at colleges and universities make it increasingly difficult for low and middleincome families to afford education for their children. There are even more issues of educational equality that come into play once a student matriculates at a chosen school. This paper focuses on this area, ...

Over the past several decades, a large body of research has studied student outcomes in higher education. Among them, many examined the relationships between financial aid and student dropout behavior. But this line of research focuses primarily on the effects of financial aid in general, paying limited attention to the differences in dropout behavior across socioeconomic and racial/ethnic grou...

This paper exploits a natural experiment to estimate the effects of need-based aid policies on first year college persistence rates. In Fall 2006, Ohio abruptly adopted a new state financial aid policy which was significantly more generous than the previous plan. Using student-level data and very narrowly defined sets of students, I estimate a difference-indifferences model to identify the prog...
متن کاملAn Analysis of a Need-based Student Aid Program for Georgia
There is a large gap in college enrollment by family income, and there is evidence that this gap is growing. Yet the benefits of a college education, both for the individual and society, are significant. Encouraging college education in general and closing that income gap in enrollment is a long standing policy objective for the United States and Georgia. One policy aimed at closing the income ...
